Frame Rates Empty Frame Rates

Whenever i face good shoto characters i notice they use crouch lighr kick alot to kinda trap me in a succession of pokes. Trying to understand using ibukis frame data if theres any move to counter this using her frame data. However im new to it and kinda not sure how to read it

Any help would be awesome Smile

Is the active frames from when the move starts or from the end of the startup frames?
